Parking should be banned on 19th St. NE

I think the city should ban parking on 19th Street N.E. between C Avenue and E Avenue.
That street is very narrow and when cars park right near the intersection of D Avenue and 19th Street in the winter time, it is impossible to make a left turn onto D Avenue without entering the other lane.
I get nervous if it's icy and there is a vehicle approaching from the opposite direction because I am afraid of sliding into the vehicle parked there.
Since the city is considering putting in sidewalks, maybe they could also alleviate this problem. The residents all have driveways, so I see no need for parking on the street.
