Oil prices, gas prices need explaining

Why is it that when oil goes up even 50 cents a barrel, the price at the pump goes up 10 cents or more a gallon at one time? But, when the price of oil goes down $3 a barrel in three days, the price of gas at the pump may go down a penny a day.
Why doesn't the news media jump on this and let the oil companies know that the general public is not stupid and we know we are being gouged? But neither the news media or the U.S. government is doing a thing about it. Can someone please explain this to me?
I have sent emails to my congressmen but they don't seem to care either. Maybe it's time to do some changing in November. Maybe then we will get something done.
