Officer saved dogs from bad home situation

How pathetic is the Cedar Rapids Police Department for disciplining one of its own for saving a pair of dogs from abuse!
There was no way those dogs were being taken care of like they should have been after being left at an abandoned house. The owner should be in jail. Where is animal control in this story?
