No such thing as ‘evolving standard’

I have seen reference to an “evolving standard” used by the justices of the Iowa Supreme court in their decision on the law about marriage rights. This means that they fabricated a standard.
From now on, a reason to remove a justice for malfeasance is if he/she uses “evolving standards” to make a decision.
