No response to calls for help with dog

On July 31, I was walking our dog in my neighborhood and was accosted by a neighborhood dog that was loose. Its intent was to get my dog. This has happened before, but now this dog is more aggressive. It followed me home, barking and circling. This was not the first time this has happened.
My husband immediately went to the neighbors. Their response was that the little girl of the house keeps letting it loose. Not even an apology.
My husband and I have called the Animal Control Department three times. They never call back. We have called the police non-emergency number three times.
The last time, I called the police non-emergency number and was told Animal Control works until 8 p.m. and they would relay the information. If I didn't hear from them that night I would hear from them in the morning. No one ever called.
My husband and I only fault the owners of this dog.
When this dog succeeds in hurting my dog or me, I won't be calling animal control or the police department. My lawyer will.
