No one cares about car with no license plates

The people of concern here have lived in my neighborhood for a long time. They have been driving the same car every day since last summer with no license plates on it.
I have complained to anyone who should care - vehicle registration, sheriff's department and at least a dozen times over the last several months to the police department. I found out that no one really cares much about license plates. The general attitude of most people I talked to was “there's probably a good reason for it and why do I care anyway.”
The police dispatch “brick wall” were mostly rude and uninformed people (one woman actually told me that there was no license plate law). The officers I talked to were no help either, and let me know that this was way at the bottom of the non-emergency list.
And so it looks like the traffic surveillance cameras in this city are only out to catch those of us dumb enough to have numbers on our bumpers.
What do we do? Just take the plates off? Maybe never get them renewed? Tax revenue would suffer but law enforcement should be fine with it as long as nobody bothers them.
