No common sense in I.C. council regarding bars

My mental image of the Iowa City Council is one of bowler hat-wearing bobbies waddling bowlegged down the Ped Mall, twirling their billy clubs. Clang! There goes a billy club against the head of another underage drinker. We'll let you 19- and 20-year olds into bars, but by golly don't you be drinking!
The bar owners say they need your revenue, otherwise they'll be financially impaired. But if you darn kids won't stop your underage drinking, we'll have to deny their liquor license instead. But wait, won't that financially impair them?
Of course, we could do the common sense thing and set the age to 21 and be done with it all.
