Motorcycle rider put other drivers in danger

I do not mind sharing the road with motorcycle and bicycle riders. I just find more often than not that it is they who are rude. I was coming home from camping on May 28. I was on Highway 965 (Sixth Street) right by Hawkeye Downs when a man on a motorcycle parked his bike right in the middle of the road and ran across the highway to get what he said was his cellphone. I was pulling a fold-down camper and had to slam on the brakes to keep from hitting him.
What would a motorcycle driver be doing with his cellphone out while driving? Texting maybe? He was nice enough to come back to see if he could help me get the camper hooked back up. It did cause a lot of damage that I will have to pay for. I was so shaken that I never thought to call the police. I just am thankful that no one was hurt.
