More training needed for mo-ped riders

Helmet, schmelmet. Training is what mo-ped riders need more of.
When you see a young lady in flip flops talking on her cellphone, riding down busy Burlington Street with one hand on the handlebars, the only question is why more people are not killed on mo-peds.
