More punishment for texting and driving

Why can a driver who is distracted by texting or talking on a cellphone ram another motorist head on in the other guy's lane and not be charged for death and destruction to the other driver?
These cellphone talkers and texters drive with one hand and sometimes no hands while using their knees to hold the wheel. Yet, it's not bad in the opinion of the law.
Out on the narrow blacktopped roads, these one-handed drivers get over and go right down the middle of the road. That way it's safer for them. But not for the others.
If a drunken driver runs and kills another driver, the drunk is fined, big time, and charged with manslaughter and jailed. If a one-handed talker or texter rams and kills another driver, it's all together different. Maybe he or she will be charged with crossing the centerline and maybe a small fine and that's all.
Why do our lawmakers in Des Moines and our law enforcers on our roads choose to ignore these texters and talkers who don't want to keep their mind and their eyes on the road?
