Metropolis near Yemen has no fear of al-Qaida

The latest terrorist camps (operated by al-Qaida) have been located in Sana, Yemen, and the immediate areas. And yet, just 1,128 miles to the northeast is the world's tallest skyscraper, located in Abu Dubai, United Arab Emirates.
The distance of these two cities is roughly the width of Saudi Arabia. Abu Dubai is one of the fastest-growing reported cities along with its other additional high rises. Why are the people of Abu Dubai so confident in building a metropolis?
Terrorists will strike at any time, at any region. How can these people (in Abu Dubai) be so prosperous and yet not seem to fear al-Qaida?
