Lower health care costs, then cover everyone

The health care debate is coming to a head, but I have doubts about its success. If we don't unwind some of former President George W. Bush's tax breaks, where will the money come from to pay for it?
The current thinking is to ensure that everyone, including the growing number of unemployed people, have access to affordable, adequate health care. Step two is then to reduce the costs.
What would happen if we reversed the order, lowering the costs and then offering a government option for the truly uninsurable that are left?
In other words: Lower the cost as promised, and insure everyone as promised. It can't be done one or the other.
