A new sheriff (city manager) is coming to town in early September. The first of many big decisions he will be involved in is the proposed medical mall Physicians' Clinic of Iowa is pushing. This is a 200,000-square-foot complex on and around Second Avenue SE, between 10th and 12th streets.
Let's say the state certifies (if required) there is an honest-to-goodness need for this new medical mall. The city also approves. However, the sheriff, who is a good listener, steps in and says, “I find a great majority of people do not want Second Avenue shut down from the east side to the west side,” not because they oppose a new medical mall, but because of the disruption of closing part of Second Avenue.
He concludes the residents' distaste can be averted by simply building over the street. He then convinces the City Council that it's in the best interest of the community to keep the street open all across town.
It's a win/win for all. However, PCI must agree to build over Second Avenue.
