Letter: Gravel alleys in Cedar Rapids are a nuisance

Why do we have gravel alleys in Cedar Rapids?
Our alley near Ellis Boulevard recently was graded, which in itself is great, but the dust is so bad, it's comparable to living right up close to a gravel road in the country. If the windows are open, everything is soon covered in dust.
When I reached out to the Cedar Rapids streets department to see if they could lay asphalt chips or something, I was told they couldn't do anything and that basically I should wait for rain. Why does the city insist that we must have concrete driveways when they connect to a gravel alley? Doesn't quite seem right to me.
