Let speeders pay road repair tax

I would like to propose a “voluntary street repair tax.”
I propose Cedar Rapids use 100 percent of revenue from the speed cameras, above the cost of maintenance, to partially pay for street repair. To increase this revenue, I would further propose that two more sets of cameras be installed at both ends of Interstate 380, coming into and leaving town. Also the “lapsed time between cameras” option should be activated. And lastly, reduce the tolerance to 6 mph over the speed limit.
This way, if people choose to speed, they choose to pay the “voluntary tax.” We might even reduce the accidents along that stretch of highway.
