Let residents vote whether to close road

I read in the paper all the incentives Physicians' Clinic of Iowa wants (toward building its medical mall). It looks to me like the taxpayers in Cedar Rapids will be paying for (much of) it.
I think the people should be able to vote on the closing of Second Avenue instead of nine people (on the City Council) voting the way they want, not the way the people they're supposed to represent.
