Keep all of Cedar Rapids clean

So, the city has a problem of the geese messing up the new amphitheater. I don't mind them wanting to keep it clean, but I want to keep all of Cedar Rapids clean. Everywhere I go, I see lots of litter, especially cigarette butts.
I want the city to enforce the littering laws they have on the books to keep the whole city clean.
