It's time to pay property taxes

Time to pay the dreaded property taxes again. The county, the city, and don't forget the school system, graciously gives you this privilege: letting you live in your own house as long as you are able to pay what they dictate you shall pay. Otherwise, they will seize your house and put it up for tax sale.
One would think with the economy downturn and decreased values in the housing markets, the property taxes would follow suit, as we all have had to tighten our belts. Unfortunately, not so. When have you ever seen property taxes go down or a school bond issue that is finally paid off, resulting in a tax decrease?
In the College Community district I live in, 51 percent of all property taxes paid go to the schools. Here is what is confusing. A few years ago they brought up a bond issue in a special election and it was voted down. Within a year or two, they brought it up again and passed. When I was in school, we were strictly taught if you asked a teacher whether you could do something, and he or she said no, no meant no. Does the school system need to revisit the classroom to be retaught no means no?
