Is Trump really keeping his campaign promises?

We frequently hear that President Donald Trump is simply fulfilling promises he made to voters. Did he promise voters that he would eliminate USAID, an organization that has saved millions of lives by providing food for the impoverished and health care for the ill? Did he tell voters that he would make major cuts in NIH funding for cancer and other critical research?
During his campaign he disavowed Project 2025 multiple times, yet clearly Project 2025 has become his playbook.
His representatives assert that his policies reflect the preferences of the electorate. However, it is important to note that the majority of voters supported other candidates and did not favor President Donald Trump's election. He is a minority president!
