Is Gov. Reynolds’ flat tax really fair?

If Gov. Kim Reynolds’ proposal for a 4 percent state income tax on everyone is such a good idea, why don’t we expand on it? What if everyone pays the same percentage of their income for food, shelter, utilities, gasoline, health care etc.? Flat and fair, right governor?
