Is Branstad really for the death penalty?

Why Republicans are phony on the death penalty: The last time someone was executed in Iowa was when Democrat Harold Hughes was governor. In 1994, Terry Branstad ran on if you elect me governor, we will have the death penalty; if you elect Bonnie Campbell, we will not. Branstad won and had two years of complete Republican control of the Senate and House in Des Moines. So why couldn't they have passed a death penalty back then?
