Iowa should use inmates for cleanup duty

While traveling, we have observed prison inmates in other states cleaning up the road sides and rest stops.
Why doesn't Iowa adopt this practice and make use of the manpower? It could help pay for their expenses of being incarcerated, count time off their sentences or be used as community services.
Cedar Rapids does not present a picture of beauty with all the trash on the roadsides and highways.
If I was an inmate and the weather was nice, I think it would be better to be out in the fresh air and be useful instead of sitting around or exercising in a fenced yard. Plus I would think they would be happy to reduce their sentence time.
