Improve city bike code and know what it requires

As I was driving along Otis Road several weeks ago, I almost hit a guy on a bike who had no lights or reflectors on his bike. He pulled out onto Otis Road off Blakely Boulevard right in front of me at about 5:15 that night and as we all know, it is already dark around that time. By the grace of God that I saw him in time to put on my brakes.
This is not the first time this has happened. I realize people need transportation, but people should also realize that city code mandates a “lamp on the rear visible from a distance of at least three hundred feet” in Cedar Rapids. Reflectors aren’t, but should, also be mandatory on bikes. I would feel awful for this to have had a worse outcome.
