Improve all of C.R., not just a few areas

It's a shame that the leaders are still making excuses on why they have not done this or why they are going to do that.
The flood happened four years ago. All the streets are in need of repair, not just the flood zone or the streets on the RAGBRAI route.
It's not the city workers, they do what is assigned to them by the City Council, engineers and managers. Wake up, people! Let's improve our city as a whole, not just parts.
