If not the DNR, who will hold water polluters accountable?

A Nov. 17 article in The Gazette detailed several incidents of Iowa food companies repeatedly violating water pollution permits without penalty. The DNR's failure to hold such polluters accountable not only exposes it as an ineffective watchdog of the public's interest, it also suggests that the agency is actually complicit in the degradation of Iowa's water. Where is the courage to do what is right?
