Hy-Vee shuttles are redundant

I recently read an article about the closing of the First Avenue Hy-Vee. As other articles have, it mentioned a shuttle service to another Hy-Vee store.
My question is, why? There is a bus stop right in front of the old store.
The taxpayers of Cedar Rapids already pay for that bus to run. Surely people could get to another grocery store by the way we have already paid for.
