How can police officer not protect himself?

I don't know how the rest of you feel, but it makes me wonder when I read in the newspaper that one of our local (Iowa City) police officers was unable to protect himself from being beaten up by an unarmed or intoxicated citizen (“Defense in officer attack lists options,” Jan. 1).
If officers can't protect themselves, how are they expected to protect the rest of us? I realize all of our officers can't be 6-foot-4 and weigh 260 pounds, but those that aren't (and even those that are) should always carry and not hesitate to use some sort of stun gun.
