How another city handles downtown parking

I recently met with a friend/developer from Tucson, AZ. Rather than a building model of retail on the ground level, condos/apartments on the rest like Cedar Rapids uses frequently, Tuscon uses a model of retail on the ground level, parking on the next level(s) and condos/apartments on the rest.
