Homeowners, businesses paying same not fair

In regard to the water rates going up in Cedar Rapids, there are many other plans that would help alleviate the cost burden to the residents. Did you know that a homeowner pays the same storm sewer fee as a factory? There was supposed to be a change in the amount from a flat rate to a square-foot rate per property.
It is unfair that, for example, Quaker pays the same storm sewer charge as I do.
And when are we going to get a quorum on the City Council that does not want to make downtown a mission? As far as I'm concerned, they can put a dome over it and make a circular drive around it. We keep putting new participants on the City Council who just can't represent the people that have voted them in.
The city is living beyond its means at our expense.
