High-speed chases need rules, policies

I have great respect for the Cedar Rapids Police Department and the difficult job they do. However, why in the world they would allow a high-speed chase to take place over a stolen vehicle?
If a child had been abducted, I could completely understand, but an innocent driver was hit by the fleeing SUV on Friday. The driver was extremely lucky he wasn't killed. If the CRPD doesn't have a policy on this, they need to create one right away.
