Help surrounding areas with leaf pickup

We are in the one-mile, no-burn area surrounding Cedar Rapids. We are in our 70s and maintain a yard with many oak trees. Each fall we rake and put as many leaves as we can through a mulcher and compost them. But by the middle of November, we can no longer keep up. We always have secured a burn permit and burned the remainder in about two hours.
We have no quarrel with the no-burn ruling, but we feel the county should be willing to help us. Why can't we have access to the new leaf machines the city is using this year? We would be happy to pay a fee for their use - even if they only came by once.
