Hart chooses option with a checkered history

I want the voters of the 2nd District to choose our representative in Congress, but Rita Hart disagrees. She wants Nancy Pelosi to sweep in and make her the victor. Instead of using her option under Iowa law to challenge Mariannette Miller-Meeks' narrow victory, she wants to invoke a 1969 law that allows the House Committee on Administration to come in and use their own rules to award the seat to whoever they want.
This option has a really stinky history. It was used in 1984 to steal a seat in Indiana in a way that caused the committee to be ridiculed for many years. It hasn't been used since then, but apparently Hart wants a victory so much that she's willing to invoke a totally undemocratic process where reps from other states change the rules for counting until they get it right - since Iowans can't be trusted to choose our own representative.
