Great to see tree plantings, but planting locations are puzzling

I see a lot of new trees being planted here in Cedar Rapids and definitely support that effort. The question that comes to mind is why much of the focus of this planting seems to be on the side of the street the power lines run on. Is the city in charge of the locations?
Is the utility company in line with this, since they will have to maintain these trees in the future as they get tall enough to reach the power lines?
The curb in front of my home is marked for a new tree location. The power lines run on my side of the street. The other side of the street lost multiple trees during the derecho and I see no markings for new trees on that curb.
I lost one tree and have planted two new ones, which are doing quite well. Another reason it seems odd to plant a new one on my curb.
