Golding plan shortchanges preschoolers

During the first debate for the special election for Iowa Senate District 18, Cindy Golding told voters that the state should not help middle class parents pay for preschool education. She defended this by saying that those who can't afford paying the expenses will be covered by the state.
Seems like doublespeak to me. But my real concern with this statement is that there will be many families throughout the state that will not be able to qualify for any benefit and their kids will miss out on preschool education, something that research shows benefits kids far more than it costs.
