Give red-light camera revenue to charity

Much has been said about the red light cameras, both pro and con. I think that if you break the law you should pay.
The police chief and the City Council assures us that it is strictly for safety, not revenue enhancement. I have an idea, and they can put their money where their mouth is: Take the money the city gets and give it to a reliable charity (UNICEF, United Way, etc.).
The police chief could draw a name each month and his or her charity would get the money that the city would receive. If it is for safety only, I do not see why would they not support this.
