Gazette’s backing of Branstad puzzling

After the Culver administration poured tens of millions into our communities to help us regain some footing following the 2008 floods, The Gazette has endorsed Terry Branstad. He believes in a pay-as-you-go approach. If we were doing that, it would be more than 30 years before Cedar Rapids was whole again.
The Gazette must believe there won't be more floods. But that flies in the face of logic - and science. So when, not if, the next flood occurs, what will The Gazette recommend at that point?
