Gas prices should come down as quickly as they rise

I find it awfully convenient that local gas stations all seem to have the same exact prices (price fixing?) and that whenever oil climbs $1 (per barrel) then prices jump 10 cents at the pump. If only the prices would come down just as quickly as they rise, then by their method of math, the current price should be at $2.89!
