Fix the real problem in Greene Square

I'm not a smoker and I am an occasional consumer of alcohol, but why punish the vast majority of folks who go to our city parks because a small group of rowdy people are ruining it for everyone? I think you are over restricting by contemplating banning smoking and drinking in all city parks.
I say fix the problem in that trouble area - Greene Square. City officials admit that they are seeking to calm sometimes rowdy behavior in Greene Square by banning smoking and drinking alcohol. Nowhere in that Gazette article do I read of an ongoing problem in other city parks. So, the city's solution is to punish others to try and bring under control a problem park?
Also, is the city admitting defeat? They have told us that they are going to invest a large chunk of money installing cameras in Greene Square hoping to curtail the problems. The city to me is saying they know this won't be enough to curb the issues. Once again you are punishing the vast majority cause of a small isolated group and area. Once again fix the real problem.
