Fine people who rake leaves into the street

One of the few good decisions to come out of the current city council was the one to provide vacuum trucks to pick up the leaves. This helps people to get rid of the leaves, provides for a clean look for the city and keeps the leaves out of the streets and clogging up the sewers.
It is too bad some people will not follow the rules and instead rake them into the streets. I think the city should fine the people who do so, $25 or $50. It would be a lot better way for the city to raise money than taxing people's heat and light bills and would penalize the people who refuse to follow the rules.
