Ernst wrong on wages, taxes

I am utterly in shock over Joni Ernsts' idea of the fair share tax of 23 percent across the board on new goods purchases. If a person is making minimum wage as opposed to the person making thousands but both are expected to pay the 23 percent tax on purchased goods, who do you think will end up being the purchaser? Eventually the businesses selling the goods will end up closing down for lack of sales, the minimum wage earner will go without and the rich will go on as usual. What is fair about this?
