Enforce law banning ads on public property

Now that spring is arriving, a yearly problem arises on the right of way all over the city. Businesses and private people post their advertising on city property at a lot of intersections and all are in violation of the city sign ordinance. These signs are unsightly, illegal and pose a safety hazard to motorists.
I have contacted the police with no results. If the law is not going to be enforced, then get rid of the law. If you cannot obey the rules for signs, how can people do business with them and expect them to follow the rules when dealing with customers.
Let's clean up our intersections!
