End double standard for non-custodial parents

It is a shame when a non-custodial parent (NCP) is not held to the same standard as a custodial parent (CP).
When parents have no contact with their children, and hide behind educational institutions to avoid paying support to their children, something needs to change. There are caps on assistance CPs can receive, including student aid, block grants and FIP, but no such limitations seem to exist for NCPs.
They can, and often do, remain in school, long after receiving adequate education to contribute fully to the raising of their children. A CP should not have to work three jobs, and never see the children already in a single-parent household, to make up the difference. Children today are suffering because of selfish NCPs. When two people conceive a child together, in wedlock or not, both are responsible.
