Either way, settlements telling about Branstad

With regard to the state's confidential employee settlements, I'm not certain which scenario I like better: a governor who does not know about “hush money” being paid for secret settlement agreements by top officials under him. Or, a governor who does know and tries to cover it up.
In either case, maybe we need to look for a new person for governor, one who has not been in office too long.
