Easier to pay citation than to fight it

I am paying a speeding citation (issued from the Cedar Rapids traffic camera system) under protest because it is cheaper to pay it than it is to fight it.
I do not believe the speed is correct because the driver would have had other violations. Thus the only thing I can do is to instruct my 10 drivers who drive across your state to not buy fuel in your state and not to spend money on food or motels unless deemed necessary.
Feeling extremely ripped off on this supposed violation.
