Direct budget surplus to water quality

By some stroke of genius, the two headline stories in the Sunday paper — "Where does Iowa go next on water quality?" and "Iowa GOP legislators eye more tax cuts" — offered readers a classic no-brainer. If our state legislators were to direct the state's $2.1 billion budget surplus to improving water quality, we could, with reasonable goodwill and actionable goals, make substantial progress toward reducing non-point sources of nutrient pollution to the point where ordinary tap water from every faucet is drinkable.
