Deposits paid, but nowhere to return cans to

Why are bottle and can deposits still being collected from us when the stores are not taking them for return?
Grocery stores have never liked the bottle law and they are using the current health situation for an excuse not to do what they are required to do. I wonder if this is happening because some grocery store chains are among the governor's largest campaign contributors.
At the very least, they should stop taking our money for deposits. But better yet they should do what they are obligated to do and take the returns. Every thing under the sun is open under this governor's discretion, this should be, too.
