Damaged home bringing down property value

This is not about buyouts, but about a house that is not on the Q list. The house next to mine is a striking example. The owner, who lives in Missouri, has been to the property two or three times only to crack the windows to remove the stink. There is visible mold plus a malodorous stench. There are termites. There have been no repairs since the flood of 2008.
Last year, I called City Hall and was told it should be on the list to get some action for this year. Nothing has happened. Again, I called and it was stated that permission by the owner was necessary; 100 houses in the same situation.
The house has been empty for six years. What can I do except pray? I have written to the mayor as well as contacted the county health department for some kind of action.
My own home is in good repair as are others on this street. I have been blessed that I didn't lose my home. I paid for all the repairs that included two new basement walls and windows plus a new electric system, a new furnace, air conditioning and dehumidifier. My property value is being adversely affected by this inaction.
