Concept of protection too loose to support

The Feb. 26 article “Western expansion?” reveals to LOST voters what is really going on in City Hall for flood protection. Elected officials, “many on the City Council, including (Ann) Poe, say it is more concept than plan. They say the proposed flood-protection alignment easily can change and likely will.”
A 10-year LOST extension based on concept and change won't provide flood protection at a cost LOST funds can provide. Quaker has expressed its reliance and confidence in the local concept by building a private flood control system.
Concepts have a way of becoming something other than what was originally presented. A $25 million increase to the convention center/hotel renovation recently came to light. Cedar Rapids has not met its responsibility to provide voters a flood control plan that informs, defines and sets spending limits.
