Collect tax so U.S. can pay off debt

A black and white video on television now shows the Chinese celebrating in the future their dominance over the United States. According to the ad, the United States lost out because of excessive spending and taxes.
They got it half right: too much spending based on credit is a bad U.S. habit. As for taxation, they got it wrong.
Our problem is not enough taxation. We can cut spending, but we will still need to pay our debt.
There is no guarantee that reduced spending alone will pay off the national debt. We need a tax dedicated to paying off the debt, levied according to ability to pay.
