Clunkers idea could be applied to pet adoption

In consideration of the apparent success of the recent Cash for Clunkers program and the negative effect that our economy has had on pets, I propose a Dollars for Dogs/Cash for Cats program.
Anyone adopting a dog or cat from an approved shelter into a qualified home would be eligible to receive a federally determined tax credit for that year. A formula could also be created to determine a descending rate for an animal tax credit to continue throughout the lifetime of each adopted pet to ensure their long-term care.
